I was wondering about this. Can a battle standard bearer be inside a chariot?
Rules for Battle standard in my book says the battle standard bearer cannot choose any non-magical equipment except for light or heavy armour as appropriate. They may be mounted as normal.
Then if you go to mounted chooses for goblin it has
may ride a wolf, Gigantic spider, or may ride in a goblin wolf chariot, displacing one fo the chariots normal crew. Night goblin may ride a great cave squig.

A chariot is a mount so the answer is yes they can be mounted if your army book allows the character to be mounted in a chariot. One Love
